The Challenge
The City of Burnaby faced a significant operational challenge in modifying its waste collection schedule from weekly to biweekly while also transitioning its collection crews from a five-day work week to a four-day work week. This required the creation of new garbage day zones and balancing truck routes within those zones. The complexity was further heightened by the need to manage different collection and bin types (waste, recycling, compost) for residential, commercial, and institutional customers, scheduling rules based on designated customer pick-up days, and thousands of stops needing adjustment for exact pick-up locations. The City needed a solution that could handle these complexities and optimize the routes effectively.
About The Customer
The City of Burnaby is located in the Greater Vancouver area of British Columbia, Canada. It provides curbside collection of garbage, recycling, yard trimmings, and food scraps to a combined 70,000 single- and multifamily households. Additionally, it offers garbage and recycling collection services to approximately 480 businesses and schools. The City is committed to maintaining high standards of service and efficiency in its waste collection operations, which necessitated a significant operational change to improve efficiencies and manage complexities in its waste collection schedule.
The Solution
After conducting research on several route optimization solution providers and consulting with experts at Esri, the City of Burnaby chose RouteSmart Technologies to support its optimization project. RouteSmart for ArcGIS was selected for its ability to handle the significant complexities within Burnaby’s unique environment. The implementation process included creating balanced routes, providing them to different solid waste teams, and launching the new system within just five months. The implementation also involved on-site training, software installation, and data clean-up. RouteSmart's dynamic solutions were able to solve complex routing challenges that other tools could not. The City leveraged HERE data designed for RouteSmart, which included a street network with turn-by-turn attributes, restrictions, speed limits, and average travel speeds, to better customize its route planning and avoid time-consuming maneuvers through narrow laneways.
