The Challenge
The city of Atlanta, with a resident population of over 420,000 and a metropolitan area of more than five million people, faced the challenge of ensuring the safety and security of its citizens and visitors. As a leading tourist destination and a multicultural city attracting global investment, Atlanta had to deal with the complexities of managing safety and security incidents. Over the years, the city had invested in various surveillance systems, providing visual intelligence to law enforcement and security professionals. However, these systems operated independently and were spread across a wide geography. The city aimed to increase collaboration among government agencies and create a shared Video Integration Center (VIC). The challenge was the disparate nature of the video systems, which were based on proprietary technologies and were both analog and IP based. The city also wanted to leverage the numerous private cameras located across the city, further complicating the integration of all these systems into one common platform.

About The Customer
The customer in this case study is the city of Atlanta, a major cultural and economic center in the United States with a resident population of over 420,000 and a metropolitan area of more than five million people. As one of the most visited cities in the U.S., Atlanta attracts over 35 million visitors per year. The city is known for its multiculturalism and attracts investment from across the globe. Ensuring the safety and security of its residents and visitors is a key priority for the city. To this end, Atlanta has invested in various surveillance systems over the years and is increasingly relying on visual intelligence to identify and resolve safety and security incidents.
The Solution
To address the challenge, the city enlisted the services of Ciber Inc., which selected IPSecurityCenter™ from CNL Software. This solution had been successfully deployed in other large cities, including Washington D.C. and Manchester in the UK. IPSecurityCenter connected the diverse range of systems into a common operating platform, allowing operators to focus on identifying and solving crime rather than worrying about the underlying technology. The system provided the Atlanta Police Department with the capability to integrate public and private video systems, video with computer-aided dispatch (CAD), into an integrated suite of emergency dispatch applications. This allowed call takers and dispatchers to manage incident information more efficiently. The solution also offered a common set of controls for all video sources, enabling operators to seamlessly move from one camera to another and observe incidents as they unfolded.
Operational Impact
  • The implementation of IPSecurityCenter resulted in significant operational benefits for the city of Atlanta. The system was able to intelligently catalog, map, and visualize the massive amount of video coming into the VIC, preventing information overload. It also provided process integration, reducing opportunities for human error and ensuring the execution of standard operating procedures (SOPs) as well as the city’s major incident and event management policies. The system provided rapidly deployable role-based interfaces, which can be defined by user type or workstation, providing operators with clutter-free interfaces with only the resources they need to manage events and incidents for optimal results. The system also provided an enterprise-level reporting engine, automating and delivering effective reports and statistics on overall system performance, device availability, operational effectiveness, and any of the SOPs defined by the city.

  • The solution offers huge cost savings. If each of the agencies increased their own infrastructure to levels provided by the VIC, the cost would run into millions of dollars.
  • Each new camera added from the private enterprise, such as stadiums, stations, malls, and convention centers increases the effectiveness of the system and saves the City money.
  • The system provides exceptional connectivity tools allowing camera images to be rapidly accessed, enabling the first PTZ control in less than 41 milliseconds and within 1 millisecond after the PTZ lease has been obtained.
