Transport for Wales (TfW), the Welsh Government’s transportation authority, was faced with the challenge of providing safe, affordable transportation to its citizens. The goal was to connect people to essential destinations while complementing the existing fixed route bus network. The task was to create a unified, tech-enabled network that could serve multiple rural, urban, and suburban areas. The network needed to be flexible enough to accommodate the needs of different communities and efficient enough to encourage people to use public transport over private vehicles. The challenge was further compounded by the need to coordinate with multiple local councils and bus operators across different zones.

The customers of fflecsi are the citizens of Wales who require safe and affordable transportation. They come from various rural, urban, and suburban areas and have diverse travel needs. Some customers are regular users of public transport, while others have started using public transport for the first time thanks to fflecsi. The service has been popular among customers, with 89% of passengers recommending fflecsi to a friend or relative. The service has also been successful in encouraging people to leave their private vehicles at home and use public transport instead.
The Solution
TfW partnered with Via to create a tech-enabled network called fflecsi. The service began with a single zone and quickly expanded into a nationwide transport network, powered by Via’s tech-enabled flexible routing software. Today, fflecsi operates across 12 zones, with 11 different bus operators, using a mix of demand-responsive solutions, including on-demand, pre-booking, and hybrid services. These services are designed to meet the travel needs of each community. In some areas, the service works alongside the existing fixed routes, while in others it has replaced fixed lines. Passengers can book trips in the fflecsi app or by phone, and are offered either the best available DRT trip or a fixed-route option (where available).
