The Challenge
The Court of Justice of the State of Amapá, a judicial body in Brazil, was faced with the challenge of updating and streamlining its justice system in the face of unpredictable, complex, and urgent cybersecurity threats. The Brazilian Superior Court of Justice had previously been a target of a ransomware attack, which halted operations for a week and affected up to 12,000 pending lawsuits. In response to these threats, Brazil’s National Council of Justice launched ‘Justice 4.0,’ a package of reforms designed to modernize the justice system by adopting technology to improve access, transparency, and speed. This required each state judiciary to implement an identity security and management system. The Court of Justice, Amapá, needed to boost its safety procedures, particularly Identity Security, to meet these compliance demands and to better match larger business and market trends. The shift to remote work during the COVID-19 pandemic further highlighted the need for a strong identity management solution.
About The Customer
The Court of Justice of the State of Amapá is the judicial body in the Brazilian state of Amapá, located in the North of Brazil. The state is expansive, with up to 90% of its total area overlaying the Amazon Rainforest. The Court of Justice, Amapá, supports a small but strategic base, providing security for roughly 50 network services and privileged access for 40 users, as well as maintaining approximately 1,300 workstations. The Court is responsible for providing excellent, easy-to-use service to its users and partners, which include the Judiciary Police, the Public Ministry, and the Bar Association.
The Solution
The Court of Justice, Amapá, sought a partner to provide a privileged access management and an endpoint privilege security solution. After conducting several proof-of-concept tests, they selected CyberArk for its identity and endpoint management toolkit. CyberArk Privileged Access Manager was implemented to enable privileged access control, which is the first line of defense against risk. CyberArk Endpoint Privilege Manager allowed the Court of Justice, Amapá, to define and implement a comprehensive cybersecurity policy, enforcing role-based least privilege and creating flexible application controls. This solution enabled the Court to centrally manage, track, and audit all uses of each privileged password, and to enforce least privilege on the target endpoints when privileged access is granted. This reduced the attack surface, diffused exploits, and restricted access to network resources and sensitive information, while creating an audit trail for administrative actions.
Operational Impact
  • The implementation of CyberArk's solutions has resulted in a more sophisticated security position for the Court of Justice, Amapá. The Court now has a consolidated, stable, and expert security plan in place, which has sped up the maturity of its cybersecurity posture. The solutions have also improved safeguards against ransomware attacks, which is particularly important as such attacks on Brazilian judiciaries increase. The Court's server and data safeguards are now fortified, keeping the entire organization up and running. Furthermore, the Court is now able to ensure scalable access within the Justice 4.0 security compliance mandates and has created identity-led security policies. The Court is also focusing on educating and involving its leaders on the importance of privileged access and identity management in today's vulnerable IT environments.
