The Challenge
The Ministry of Public Administration of Mexico (MPA) was facing a challenge of low quality in public works projects related to roads, schools, parks, and other public facilities. The agency needed a more comprehensive way to audit and control public works projects. They decided to create a business intelligence (BI) and data integration environment that could link several public information systems, create a consolidated and trusted source of project information, and present results on demand through interactive reports and dashboards. The goal was to improve the services and facilities available to citizens.
About The Customer
The Ministry of Public Administration of Mexico (MPA) is a federal agency whose purpose is to coordinate, evaluate, oversee, and audit public projects undertaken by the federal government. The agency developed an internal report that identified a low quality in public works projects related to roads, schools, parks, and other public facilities. Ultimately, the Mexican people were the ones that were slighted, since these projects were not completed in the time and manner expected. To improve the services and facilities available to citizens, administration officials realized they needed a more comprehensive way to audit and control public works projects.
The Solution
The IT department of MPA began by preparing a secure back-end database environment for consolidated reporting. They created a specialized entity called the Public Works Audit and Control Unit (PWACU), which records all types of information, such as the beginning, conclusion, or cancellation of a project. After the creation of the PWACU, the Secretary of Public Affairs integrated other systems to manage the planning, contracting, control, and overseeing of public works and services. The Ministry of Public Administration created the Public Works Intelligent System (PWIS), which covers the different steps in a construction project and is crucial when making management decisions. To catalog and integrate all these existing information and data sources, the team used Information Builders’ iWay DataMigrator and iWay Data Quality Suite. These tools work together to extract, transform, load, and cleanse information from different types of databases into a trusted information source for agency-wide reporting. Once all of the information was properly cleansed, processed, and centralized, the Ministry used WebFOCUS to create reports and dashboards to visualize the collected data and drill down into the details.
