The Challenge
The Oklahoma Department of Human Services (OKDHS) is tasked with providing public assistance programs, services, and resources to Oklahoma’s most needy and vulnerable residents. With an annual operating budget of $700 million and $1.4 billion in annual distributions to citizens, OKDHS has massive reporting requirements. On one hand, it must generate reports that verify compliance with federal regulations and program requirements. On the other, it must manage caseloads for thousands of employees supporting tens of thousands of residents. The agency needed a reporting system that would help them to make strategic decisions by supplying compliance information in response to federally mandated regulations, and help caseworkers and supervisors to efficiently manage a dynamic case load.
About The Customer
Established in 1936, the Oklahoma Department of Human Services (OKDHS) offers public assistance programs, services, and resources to Oklahoma’s most needy and vulnerable residents. It is the third largest state agency in Oklahoma, with an annual operating budget of $700 million, and $1.4 billion in annual distributions to citizens. OKDHS has massive reporting requirements. On one hand, it must generate reports that verify compliance with federal regulations and program requirements. On the other, it must manage caseloads for thousands of employees supporting tens of thousands of residents.
The Solution
OKDHS selected Information Builders’ WebFOCUS business intelligence (BI) platform to create a reporting system that would help them to make strategic decisions by supplying compliance information in response to federally mandated regulations, and help caseworkers and supervisors to efficiently manage a dynamic case load. Information Builders’ solutions support a wide array of reporting needs, including a compliance reporting system for the Child Welfare department, a reporting application for Child Support Services, and a system that enables caseworkers to track the histories of children within the system. OKDHS developers created domain-specific data marts to house data from each program in an Oracle data warehouse. They used WebFOCUS Developer Studio and WebFOCUS Business Intelligence Dashboard to present the data through specialized reports.
Operational Impact
  • Caseworkers can make better decisions, while directors can manage their programs and meet federal mandates, maximizing incentive payments.
  • WebFOCUS helps caseworkers maintain a running history on each child, including information on compliance issues, contacts, court reports, and treatment plans.
  • The system also helps OKDHS enforce child support payments more effectively, meaning more child support dollars get into the hands of needy families to help them pay their bills, put better meals on the table, and access better health care.
Quantitative Benefit
  • Between 6,000 and 7,000 people at OKDHS use WebFOCUS reports, from directors and supervisors to contractors, caseworkers, and administrative support staff.
