The Challenge
Islington Council, representing a diverse community with 19,000 households, was faced with a significant challenge when government regulations concerning the outsourcing of health and safety services for schools were amended. The changes allowed schools within the London Boroughs to seek health and safety services from independent organizations instead of their local council. This posed a threat to the council's revenue and necessitated a competitive solution to retain its schools. The council's health and safety management was predominantly conducted via traditional paper-based methods, which were time-consuming and prone to manual reporting errors, costly delays, and overlooked compliance issues. The council needed to enhance its services by providing a robust solution that would supply schools with a comprehensive health and safety management service, thus protecting an important client base and reducing the need to look for alternative solutions.
About The Customer
Islington Council is a local government body that represents a diverse community, incorporating a thriving economy and high levels of poverty. With 19,000 households under its jurisdiction, the Council provides a wide range of services, each presenting an element of risk that must be managed effectively. A core focus for Islington Council is the education sector, and it has historically been responsible for the health and safety management of 85 schools in the borough. The council is faced with a wide variety of risks on a daily basis and requires a robust management system to ensure that the health and safety processes run smoothly.
The Solution
Islington Council took a progressive step in 2009 by overhauling its accident incident reporting through the investment in a new information management system – Info Exchange. This innovative platform streamlined health and safety management practices, enabling users to report health and safety incidents, log key audit data, and access essential information and documents in one centrally-stored source. The system was designed to be fit for the education sector and aligned with the council’s own practices. The ability to add new modules to the existing Info Exchange platform provided the council with clear budget benefits, allowing for gradual extension of the platform, greater cost control, and minimized internal disruption. Info Exchange also enabled the Council’s Health and Safety Services team to manage all aspects of risk assessments, Control of Substances Hazardous to Health (COSHH) management, Alcumus ISOQAR certification, and compliance requirements in a more efficient way. The Council also uses the software to manage the bookings and scheduling of its fire safety training.
Operational Impact
  • The introduction of Info Exchange has radically improved health and safety practices at Islington Council, raising the standard of work and increasing efficiency. The platform has become a comprehensive system that incorporates key information management areas such as incident reporting for the entire Council, tracking of important staff training, asbestos, vaccination requirements and eye tests, and secure storage for all the Council’s health and safety documentation in a central location. It has also enabled the Council’s Health and Safety Services team to manage all aspects of risk assessments, COSHH management, Alcumus ISOQAR certification, and compliance requirements in a more efficient way. The Council also uses the software to manage the bookings and scheduling of its fire safety training, which is another essential revenue stream for the organisation.
Quantitative Benefit
  • The Info Exchange platform has saved valuable time and resources by streamlining health and safety management practices.
  • The ability to add new modules to the existing platform has provided clear budget benefits and greater cost control.
  • The platform has minimized internal disruption that could have been caused by retraining staff on entirely new systems.
