The Challenge

The most significant challenge was the billing process, which involved multiple funding sources with various rate structures, leading to delays in monthly billing. Additionally, some sub-recipients had to log into multiple sites to manage their operations due to having multiple remote offices.
About The Customer
The sub-recipients of the Georgia Department of Transportation operate a mixed fleet of vehicles for their 5311 and 5310 programs, as well as company-owned 15-passenger vans. These sub-recipients service hundreds of Human Service Providers (HSPs), in addition to Medicaid, private pay contracts, and Rural General Public (5311) work. They are spread across 120 counties in Georgia and are managed by over 80 sub-recipients. The sub-recipients faced significant challenges in their operations, particularly in the billing process, which involved multiple funding sources and rate structures, leading to delays in monthly billing.
The Solution
HBSS was selected as the prime contractor to implement its Scheduling and Dispatching system across 120 counties, managed by over 80 sub-recipients. QRyde developed an ADA-compliant fully Integrated Transportation Management System (ITMS) for the agencies, where different modules like Dispatch, Scheduling, and Reporting run off the same database, and all modules are plug-n-play. The sub-recipients utilize the Global Scheduling Engine (GSE) to optimally schedule advanced bookings and handle will-calls expeditiously by keeping track of available vehicle capacity in real-time. QRyde also developed a File Upload procedure that allows for the seamless integration of DHS and LogistiCare trips on a daily basis. Additionally, QRyde can identify recurring trips within the uploaded files and assign these to vehicles based on previous assignments, saving each sub-recipient significant time when scheduling daily or recurring trips.
