The Challenge
Energy Safe Victoria (ESV) is responsible for the safe generation, supply, and use of electricity, gas, and pipelines across the state, serving approximately seven million people living in Victoria. One of its priority areas is ensuring safety audits and inspections are thorough to meet its responsibility as a technical and safety regulator. However, ESV faced two key challenges: accurate data collection and the availability of resources for analysis to ensure compliance with expected safety standards. Teams often had to deal with a high volume of data across work sites in remote locations. Additionally, the efficient generation and quality of data analysis required to meet ESV’s safety audit goals were also a challenge. During an audit, field teams collected data manually, often on paper and across several devices and machines. These tasks were time-consuming, clunky, and onerous, and could lead to possible errors. Inaccuracies could then delay risk assessments and outcomes which affect the monitoring of trends, anomalies, and identifying systemic behavior and issues.
About The Customer
Energy Safe Victoria (ESV) is a regulatory body responsible for the safe generation, supply, and use of electricity, gas, and pipelines across the state of Victoria, Australia. It serves approximately seven million people living in Victoria. One of its priority areas is ensuring safety audits and inspections are thorough to meet its responsibility as a technical and safety regulator. ESV's role includes ensuring that the state's electricity, gas, and pipeline industries are safe and meet the required safety standards. It also provides safety and technical advice to consumers and stakeholders, and enforces compliance with safety and technical standards. ESV's work is crucial in maintaining the safety and reliability of Victoria's energy infrastructure.
The Solution
ESV partnered with Cast Solutions to shift from paper-based auditing and Excel-based analysis to a digital solution as part of the regulator’s wider transformation program. The solution involved harnessing Qlik Sense’s strengths to create an easy-to-use dashboard for ESV. Amongst the platform’s features are data modelling and analytics, workflow management using Inphinity Forms and iAuditor, along with other data integration solutions. By doing away with the pen and paper approach, workloads are minimized through just a single device. The teams are able to capture data easily with drop-down functions on digital dashboards. Images and videos are geo-tagged for identification and processes are streamlined across systems for automated responses and actions. With live data and one-click report generation along with pre-drafted emails available on the solution, preventive measures are more effective when charting trends and potential high-risk areas. What used to take up to five steps to complete is now reduced to one. A key advantage to this solution is its portability. The solution established on a lighter tablet has made staff out in the field much more efficient.
Operational Impact
  • Significant time-saving benefits with the new platform slashing the time taken for all manual processes from three to five days to half a day.
  • Flexible data for effective regulation, allowing for the flexibility of the data to continue to mature that systematic approach and that representation of effective regulation.
  • Efficient resource allocation for priority high-risk areas, freeing up resources to focus on other risk areas.
Quantitative Benefit
  • Reduced the time taken for an audit from 150 hours to 50 hours.
  • Reduced the process from five steps to one.
  • 60% improvement in eliminating human error and data anomalies.
