Butler Health System (BHS) was required to demonstrate to the federal government that it was using electronic health record (EHR) technology to earn incentive payments from the Center for Medicare and Medicaid Services (CMS), as defined by the HITECH Act of 2009. There were a number of criteria that verified this “meaningful use” eligibility, including submitting Clinical Quality Metrics to CMS. BHS was also required to guide its pay-for-performance initiatives. Previously, its analysts created reports directly from operational reporting systems such as MEDITECH. They also used Microsoft SQL Server, Microsoft Reporting Services, Microsoft Analysis Services, and general-purpose BI tools from MicroStrategy. However, none of these tools provided what was needed to meet the Federal requirements for meaningful use or the detailed analysis required for the hospital’s pay-for-performance objectives.

Butler Health System (BHS) is a community health system that provides healthcare services throughout western Pennsylvania. The centerpiece of BHS is Butler Memorial Hospital with 294 beds, 1,700 employees, 25 outpatient sites, and $400 million in annual revenue. Like all U.S.-based healthcare providers, BHS must demonstrate to the federal government that it is using electronic health record (EHR) technology to earn incentive payments from the Center for Medicare and Medicaid Services (CMS), as defined by the HITECH Act of 2009. There are a number of criteria that verify this “meaningful use” eligibility, including submitting Clinical Quality Metrics to CMS.

BHS signed a contract with Information Builders and retained its Professional Services for help with developing the metadata and some of the initial reports. Information Builders also set up WebFOCUS Performance Management Framework (PMF). To verify its compliance, BHS used WebFOCUS PMF to roll up information from three different EMR systems and three different practice management systems into PMF scorecards that deliver real-time feedback to a variety of provider groups, down to the individual doctor level. BHS also developed a WebFOCUS reporting portal to collect information about patients at an aggregate level, featuring milestones and times by month. They created several parameterized reports with drill-downs to sort the data by week, shift, and hospital unit. They also created WebFOCUS Active Technology reports that provide additional details about every patient encounter.
