Devon and Cornwall Police were facing challenges with their previous performance management system, Northgate Information Solutions, which was incapable of meeting the needs of the Force for granular and easily accessible information. The system was outdated and had a disjointed approach between different information systems with no joined up approach for data manipulation, data table amalgamation or presentation. The Force needed a solution that could improve resource allocation, offer better support for intelligence-led policing, and improve information flow between the police and the community.

Devon and Cornwall Police chose QlikView business discovery software to measure performance at every level of the organisation. QlikView was chosen because of its ability to easily integrate with the Force's outdated IT systems and multiple data sources. The software is used for a wide range of business intelligence analysis and reporting, including crime management information, complaints, human resources, workload analysis, finance, and specific reports such as absence statistics. QlikView also supports intelligence-led policing by automating much of the work previously done by analysts, resulting in faster and more accessible analysis of crime and anti-social behaviour trends. The Force has also deployed Microsoft Office SharePoint collaboration software to give all police officers the tools to generate self-service analysis from QlikView through individual SharePoint accounts.
