QlikView Helps France Domaine Manage Government Property Policy

France Domaine, a department of the Directorate General of Public Finances in France, manages the government property policy. It represents the interests of the government as a property owner managing assets in its stock of buildings valued at a little over €100 billion. The French Government has in the past few years undertaken a review of its property policy and made a complete study of its stock of buildings and property assets. This efficiency drive is based partly on modernising practices controlling the sale of Government buildings. It also involves ensuring more effective management of buildings and their occupancy. This in turn entails implementation of notional rents internal to Government, leases between France Domaine and ministry departments or other public sector operators, and commitments to real estate performance objectives. Co-ordinated by France Domaine and locally by Prefects who represent the state in the regions, strategic plans make it possible to establish the property requirements of the public sector for the ensuing financial years. It also aims to implement a consistent and rational nationwide property policy.

France Domaine deployed QlikView for more than 1,100 users to analyse in excess of 17 million items of data relating to the Government’s stock of buildings and to Government operators, and to help conduct a precise environmental audit of their buildings. QlikView was chosen for the development of two types of decision-making applications: OCAPI, to ensure compliance with the objectives of the Grenelle Forum, aiming to reduce energy consumption in its building by 40 per cent and greenhouse gas emissions by 50 per cent. France Domaine has made the application available to managers of the buildings plan at the Ministry of Ecology. They have audited almost 6,000 sites and buildings within the context of the “stimulus plan.” The SPSI which aims to rationalise occupancy rates of government buildings. Indeed the average occupancy area per agent is now 17 square metres and the average of areas occupied is 400 square metres. The aim is to achieve a ratio of 12 square metres net floor area per post, to group together locations, pool services, and achieve true economies of scale.

This group of talented engineers is partnering with Ugandan green energy startup GRS Commodities to deliver reliable and clean power to the Ssese Islands in Lake Victoria, Uganda. The goal of the pilot system is to provide affordable and reliable solar powered electricity to businesses on Kitobo Island.Although no small feat, deploying the solar power grids is likely the simplest part of the solution. Solar was the obvious choice for the power source because it is economical and relatively simple to deploy.The primary difficulty lies in managing the energy grid and ensuring proper maintenance without having to be on-site at every location. But, in remote areas, where communication options are limited, how do you remotely monitor and manage a smart solar power grid?Without a local ISP, this can be a complex challenge, so the team decided to enable remote connectivity over the global cellular network.In addition to communication challenges, another major difficulty New Sun Road had to overcome was finding a device capable of withstanding the high temperatures within their network hubs. The device would be residing within a NEMA enclosure in direct sunlight, so the capability to function under extremely high temperatures was a must.
