Johnson County, Kansas, is located in the southwest quadrant of the Kansas City Metropolitan area and has a population of nearly half a million people. The county covers 500 square miles, half of which is agricultural land, yet it represents roughly one-third of the total real estate value for the entire state of Kansas. The Facilities Management Department, directed by the Board of County Commissioners, was responsible for developing a Strategic Facilities Master Plan to manage the county's extensive facilities, which include more than 250 buildings spanning over 2 million square feet.

The county implemented the ARCHIBUS Strategic Master Planning application with the help of Applied Data Systems, Inc. The solution involved forming a steering committee of top-level county personnel to guide the project and hiring consultants to conduct detailed departmental interviews, workshops, and facility tours. The consultants created spreadsheets to project space needs for various settings and developed new room standards. Using ARCHIBUS's Data Transfer Utility, the county imported the data to create a space budget for current and future periods. The plan was designed to be a living document, with annual Needs Analysis Updates to keep it current.
